How do I configure IPCOP to force registration of wireless users before they can access the Internet (a.k.a. I want a Captive Portal on IPCOP)?

While there exists some mods, such as CopSpot, to add Captive Portal features to IPCOP, other firewall products such as Pfsense have Captive Portal built in. While you can mod IPCOP to support Captive Portal, Pfsense offers a better working solution. Any mods you do to IPCOP may break with IPCOP upgrades.
